I never saw Yahoo made a redesign of its search page. It's just the same old Yahoo Search.

What do you mean by update? Are you pertaining to its algorithm? If that's the case, I think they do update.

Yahoo! has updated the algorithm used to determine which Yahoo! Answers questions get posted to the main SERPs.

If you're talking about the search engine, yes, it gets updated. Yahoo! has issues filtering out the spam sites.

Yes they definitely update their site, search algorithm etc. Whenever I go to Yahoo homepage, I see different news, top stories etc. Your new sites get indexed that means the yahoo bot is constantly updating the search results.

Are you talking about the search results that yahoo search engine produces when you do searches ? If that's so , then yes , it's updated pretty frequently and in fact after Google it has some of the most active spiders that crawls the webpages , but if you are interested in the manual submissions then I believe they charge an amount to access whether your site can get approved for their search results in the Yahoo directory. So ,yes, the search results are pretty frequently updated for yahoo.
