I think your friends account has been limited , or if u have send that money from CC then its possible your friend will not be able to accept it.

i don't know enough about paypal limitation but i want to join it, and than i will try to verify with virtual credit card, so i will be able to send and receive money right?

and do web hosting providers accept payment from unverified paypal accs?

no its not bad if you will not exceed in a transaction limit of $100 per month
