What's going to be the effect if I exchange links with high Page Ranking sites but the two sites are completely unrelated?

You'd still gain a decent amount of pagerank from the link. Its better to avoid obvious reciprocal links from two totally unrelated sites (the theory is these are easily spotted and de-valued) but an incoming link is still a 'vote' - just not quite as valuable as one from a relevant site.

Yea it'll count as backlinks but its not counted as a targetted links meaning you wont get much traffic, well you may not get any traffic at all.

Actually you won't gain a decent Page Ranking. It'll count toward your inbounds but will do almost nothing for your PR.
