This is not universally true.
First, the toolbar reports a very generalized Page Ranking that is simplified into a 1-10 integer. Real PR is said to be significantly more complicated, and probably runs into a much higher range of integers.
Secondly, Google uses TONS of datacenters, and the different data centers DO occaisionally report different Page Ranking. In this sense, the prior assertion is accurate. For best results, you'll want to look at a PR site that takes the various databases and data centers into account.
That said, the toolbar does provide a very good quick-glance read on a website's Page Ranking, but the OP is correct in saying that it is not the only resource you should consult to obtain maximum results.
