I don't think you can it's just how it works out I think but Iam not sure.

You can't get a 0.5 backlink. It just means that you will get higher Page Rank easily.

Anyways, I think this graph helps but not pretty much because Page Ranking matters on different factors too like total number of outbound links on the page giving backlink etc.

Good graph, but I think things like anchor text, placement on page, # of other links on page would make a difference as well.
