Page Ranking backlinks wont be helping much in getting targetted traffic unless the links are on relevant sites .
Adwords and other things are better . though , SE traffic is best but it can take sometime to get started .

Targeted traffic would be buying advertising slot from a high Page Ranking site related to yours, that's the most effective for me.

link exchange ,original content and layouts ,affiliate marketing .These are the basic things to increase traffic on your site n n rest is your hardwork which pays it all.

I agree to the thread starter, buying links from targeted sites would be very effective. But I haven't tried PPC so I'm not sure with this method.

I think link exchange would be the best.

If I go on a website and see some related links I often check them out.
