I'm no expert, but the term was coined at a conference that was a brainstorming session. They were discussing companies that had servived the dot com crash and what they had in common. Companies like Google, Wikipedia, etc were listed as Web 2.0 companies.

People also use it to represent certain graphical techniques used on the web these days.
