No. The market is oversaturated. Go find something else to waste time on, because that is all that you would be doing.

Do you mean submitting to paid directories? If yes then its worth submitting to paid directories if the permanent listing is less than $5 and is for lifetime. The directory should have page rank on homepage and inside categories.

I think if you're directory has a good Page Ranking it will generate a good amount of earnings. I don't think having a completely free directory is worth spending time on though.

Ok.. ok, I got your question now. When you're a free directory, you get lots of traffic so you can sell expensive sitewide links based on traffic, but if you are a paid directory, the traffic is relatively less, but you get paid for each and every submission so this balance out both.

If your directory does not have high Page Ranking, then I think it's better to make it free. But if you have a high PR, better take advantage of it and charge for submissions.

There are loads of directories so it will some good investment and also some good time to make a profit out of the directory but after its promoted and gets established , you can make some good profit off it .
